Question

If schools are at different places within curricular pacing, do
grade card power standards create more of an issue of conformity
versus grade cards that are more open ended with lots of space for
qualitative comments to promote individualized learning? Power
standards or content area written comments?

says:

Yes, but if grades are required they should be based on how students are achieving relative to
expectations on what has been taught/learned at the time of the report card not on some
arbitrary pacing guide.
