Question

If 75% of a class fail a test should they be allowed to re-test? Should
the students be evaluated over the knowledge in a different way? If so,
what other ways?

Yes, if 75% of a class fail a test there was something drastically wrong with the teaching or the
test. There could be a new test or there could be a performance assessment or an oral
test/interview.
